How to: Prevent all files from going to the Recycle Bin when deleted
Solution:
Open the 'Recycle Bin Properties' dialog box, click 'Global', and select the 'Do not move files to the Recycle Bin. Remove files immediately on delete' check box.
1) In either Windows Explorer or on the Windows desktop, right-click the 'Recycle Bin' to display the pop-up menu.

2) Select 'Properties' from the pop-up menu. (The 'Recycle Bin Properties' dialog box appears.)
3) Click the 'Global' tab.
4) Select the 'Do not move files to the Recycle Bin. Remove files immediately on delete' check box.

5) Click 'OK'.
NOTE: The above is recommended only in cases of extremely low disk space.
